What Lindsay Graham says is illegal-- the Strait of Hormuz is a 24-mile wide waterway of which 12 miles are under Iran's jurisdiction and 12 miles are Oman's waterways. The US has no authority to seize control of the strait.

It’s an internationally recognized international strait even though it’s in the territorial waters of 2 countries.
I agree with you. I think using the word “seize” is not a good word to use. Blockade Iran is what should be said.

Seizing it and making others pay to use it that you are not at war with is against international law. It is an international strait that is afforded free movement without restriction.
Stopping one country from using it that you are at war with is fine.
You can seize Iranian waters from Iran but you can’t seize the strait from the world. It’s basically piracy if you do that.
