Seems wasteful. Even Louisiana has a centralized IT department.

You might be able to achieve some economies of scale centralizing like that but depending on data storage and compliance requirements you may not be able to combine down that much.

If you have staff in the thousands and half of that is contractors (to justify the 2x licenses over staffing), you're already doing something wrong as contractors generally make more than GS employees.

Contractors are way more expensive, not only is the contractors salary higher, but the government pays the contracting companies overhead and profit. All in, the government probably pays 3x for a contractors services compared to if they had a direct employee doing the work.

Seems like people have been caught doing ppp fraud.

But I do find it strange people get more mad about a program meant for businesses the government forced to close over the government being the one wasting everyone’s money and shutting businesses down.

Not sure that’s the case once it shakes out. You’re vested in government after 5 years. Contractors are cut off once the contract ends.

Sure, at the end of the day that’s why the government will pay the cost, just pointing out that short term costs are way higher.

It's very common in large orgs to keep a surplus of software licences to onboard new hires more quickly and efficiently.

The government isn’t a business or a large corporation. So they say.

I’d lean more on people keeping these licenses after they move on or using them on their personal electronics.

Because it’s the government. They aren’t looking for efficiency.

Why do you think tech and telecom companies step all over their dicks to get government contracts?

Now let’s take a look at DOD.

You don’t pay health insurance or retirement benefits on the contractors. How much does the average FedGov employee ring up on their health and retirement plans?

Use it or lose it is the fricking worst.

I knew a furniture sales guy that would troll for sales at the end of the year by hitting up fed gov for use it or lose it.

Sure, I’ll take three new desks units I don’t need at ridiculously high prices.

You're going to be really pissed off over the next few years, then.

Your stance is the federal government will fill these job removals with contractors? You are basing that on what?

Also, if you really believe this then you should be pissed off as well, unless you are so filled with TDS that you would rather see the federal government committing more fraud just because OMB tried to cut fraud.

All of it is noteworthy as first it’s wasted taxpayers money but it shows the overall lack of interest of caring about the waste or the quality of people that operates in our government.

Why? I'm going to make a lot of money from it.

The fact this wasn’t done, at minimum, bi-annually is proof that the ability to get software was entirely too simple at fed-gov.

It’s also possible that the over purchases were not accidental; remember that we pay hundreds of dollars for a hammer.

Such as? When has the federal government closed out thousands of positions only to quickly refill them with contract workers?

How many of those licenses wind up on private computers at employees' homes? That needs to be checked also.

There's nothing wasteful or nefarious about anything they "found" here.

Maybe not nefarious but certainly wasteful to have subs to a software that hasn't been needed in 15 years. The federal government spending is largely a big fat pile of waste and you and every single other American should be happy somebody is trying to make the government more efficient and accountable for every single dollar spent. Liberals love to talk about "evil" companies but ignore the largest company that takes your money by force of gun and spends it on bullshite. Actually I'm wrong, they don't ignore it, they worship at the alter of it.
