Couldn't the military install someone (top-level) who would basically be unopposed? The population does not seem to be in any shape health-wise and financially to rebel against that.

They "believe" Kim Jong and his family are deities. I'm not sure it would work, but maybe. Definitely think longer term they'd collapse.
