He just got hit by one of the stray shots from his fellow ICE agent as he was executing a person being restrained by 5 other ICE agents, nothing to see here

There apparently are conflicting reports on this.
Newsmax has reported it was the dead perp, while Mediate seems to indicate the finger munching incident happened in the chaotic aftermath of the shooting, with no indication of where in Minneapolis the incident actually occurred:
