I'm a college dropout and have no issues with securing a healthy salary. Maybe the people you're so sympathetic for aren't as competent and as hard working as you think.

I was one of those. But I got lucky and they decided to retain me at the last minute, but as an employee of the Indian company, but doing my same job as before. I saw many good colleagues get axed. They weren't slow or dumb or lazy or inefficient. They were simply more expensive than a guy from India who would do a six figure job for minimum wage and work whatever holidays or nights or weekends you tell him, without question.

They’re not lazy or incompetent. They are more expensive.

As others have said, these aren’t the best and brightest. We have a couple super knowledgeable, top .1% Indians in my company. Most are average or slightly above, nothing we can't find here. The main difference is that clients are billed 40% less for our developers in India, so they are probably being paid less than half.
We haven't hired a developer from America in over 2 years. We've added 50 to our india team in that time. My company doesn't bring them over here, but in a few years, some company will because that experience was not given to our own workers.

I bet if you owned a business, you'd be more concerned about keeping your costs down. The American people have spoken, they would rather buy cheap Chinese trash than more expensive, quality American made stuff. Don't expect business owners to care about things that consumers don't care about.
But more importantly, the solution is almost NEVER for the government to, "make them have to..."

Most of them really suck at their job. Some are great.
They usually do EXACTLY what they are told with little problem solving outside the box.
My experience as well. They aren't smarter and sure as hell as less creative than Americans.
They are cheaper. Which is why the corporations want us flooded with them.
