I’m just going to put this out there: We shouldn’t do population based Congress Reps

It allows for too much gerrymandering, shenanigans and all of sorts of tomfoolery.
Every state should have the same number of districts and get the same number of votes.
Every vote should be counted the day of.
Every voter should be registered and have appropriate id.

The Senators should be elected by the legislators of each individual state.

The post WWII German government had a solution.
You vote, just like every other citizen for a political party. Votes are counted by party.
Each party gets the number of seats determined by their percentage of the vote. The seats go to the member of the party according to the pre-established (by that party) pecking order. Head of the party will be in govt so long as that party got enough votes to merit one seat.
That is how their minor parties are represented. That is also (I would guess) how Merkle from East Germany got into a power position.
Some of the people the US has elected were far from the head of their party. Jimmy CAHtah comes to mind as does Obama, Joe and even DJT.
LBJ probably would have been in, big time.

Well, maybe it’s bc that’s what the constitution says. The individual districts were added by Congress. But they are proportioned by population.
Congress became an ineffective block on federal power for 2 reasons 1- the direct election of senators, which turned them into at-large House of Representatives reps instead of representatives of the state government as designed; and 2) It deferred its rulemaking authority entirely to the executive branch.

We should repeal the 17th amendment and go back to having an actual senate rather than 2 houses of reps.

No. But the size of the house should be increased, the number of seats should always be pegged to the population of the smallest state.
Further, districts should be drawn by software with zero data input beyond raw numbers, existing administrative boundaries, and State lines.
Or move to mixed-proportional representation for the House.

You want every state to have equal representation - you got it, it's called the senate

I’m talking about a change here because in case you haven’t noticed we’ve outgrown the government the way it was intended. It’s morphed and perverted no longer functions as it was originally intended.
Our forefathers for saw this as soon as you can vote yourself affluence the system crashes.Well? We’ve reached that point.
So forgive me for trying to say, maybe we should adjust the system to not have so much fricking corruption.

Creating a second senate isn’t the solution.
Mixed proportional representation is a viable option though.
Your idea makes no sense, it would make more sense to just eliminate the House in your scenario
