If the constitution does not grant the power to the federal government, then I would cut that department/program by 100%. We must return to our roots of being independent states with a federal government that only provides for common defense of the group of states.
As a resident of Louisiana, I should be paying 5% or less to the feds and 15-20% (hopefully less) to the state/parish level.
