In 2021, for example, DHS personnel did testify in hearings that of 1.66 million total encounters at the southern border to that point, about 1.3 million were unique — suggesting a recidivism rate of ~21% that year. For the most part though, the number of unique encounters was closely held data within the Biden DHS for whatever reason.
DHS also "estimated" the number of individuals avoiding CBP contact during illegal crossings was in the neighborhood of 2 million over the four-year Biden span. Of course there's no way to know that for sure, and there was certainly incentive for DHS to underreport that number.
Bottomline, millions remain here atop the number who were here before their arrival. Hence the need for extra ICE agents.
