That tree is much larger than the trees you see on street level view in Google Maps. The trees in the park are trimmed of lower branches.

Area between Military Ave. and S Congress were closed. There is an undeveloped area abutting S Congess near the canal with many trees. That'd be my guess. There is a truck parking place to the west, canal to the north and access via parking lot adjacent to the undeveloped property. It is directly right across from the end of the runway and a parking area.
