How to get Mexico to pay for the wall: Bring europe and japan into the equation!

One problem facing some european countries and Japan today is falling birth rates and or outright population decline. European politicians and economists know this is of grave consequence, which is why even conservative pols in europe favor refugee programs from the middle east.

One problem facing Mexico is extremely high incarceration costs and overcrowded prisons. This is a problem for mexico because it reduces the funds available to fight the cartels.

So, here is what we just established

a) european countries and Japan are facing a demographic crisis that will frick things up long term

b) mexico has too many fricking people in its prisons.

THE PLAN: Work out a deal between Mexico and, say, Japan. If Mexico agrees to pay for the wall, America will facilitate an agreement between japan and Mexico to send Mexican prisoners to Japan as immigrants who will be required to become economically productive citizens. This "triangular tactic" will solve problems facing all three countries

1) America gets the wall
2) Mexico has less prisoners
3) Japan/european county x no longer faces demographic crises.

More specifics as to why this plan will work

1) Mexicans are catholic, so culturally they will fit in better in europe than muslims do. They also breed like rabbits which will healthily bring those birth rates up.

2) European countries and japan have high tax rates, so the funds that will need to be allocated to teach these Mexicans the language and basic economic skills will be easy to procure. Furthermore, european countries and japan have prison systems that are already highly geared towards rehabilitation.

3) The one time payment for the wall will be an INVESTMENT for the mexican government in a sense, because it gets rid of many prisoners who could be in those prisons for decades requiring resources.
