I don’t care if you hate Trump Rog, but to pretend you don’t understand how he blusters about the Macro to negotiate the micro is implausible and desperate . He floats something huge and negotiates something smaller. The shot across the bow of leveraging US power and prestige.and then a deal.
He also does this to distract and send his critics on errands while he does something else that they know nothing about. It’s his communication style and it’s wildly effective.

Panamanian President already said he was trying to help and would welcome US assistance with the problem. So I'm not seeing the leverage. The guy has been asking for assistance for a while.
