The sc will move to jaywalking from 50yrs ago... if they think they can "get him".
Msm hosts and articles would have a deeply concerned, ominous tone when discussing the jaywalking, also. They would claim how serious it is.

I'm referring to the entire investigation. What prevents Congress from investigating Russian collusion? What prevents Congress from establishing a commission, consisting of former intelligence officials and investigate reporters, to find out all they can about Russian meddling? What prohibits Congress from investigating allegations of obstruction of justice? They have the right to subpoena witnesses during the course of an investigation and fact find. They also can refer complaints to DOJ for prosecution.
The Special Counsel is a secretive and unaccountable authority. We deserve to know the facts about Mueller's investigation and the facts, or the lack thereof, that he's uncovered. Otherwise this whole saga will never end.

The one body that should have access to that information is being blocked. Congressmen have repeatedly requested the DOJ give them the memo regarding the scope of the Russia probe and they've been repeatedly denied.
Not sure how you know exactly what the investigation is for when Congress doesn't.

What is your point?
If the SCO during the course of its investigation comes across information involving a potential crime not within its jurisdiction then it consults with the DOJ as to whether it gets additional jurisdiction or refers to matter to a US attorney with jurisdiction.
In the Cohen case, SDNY was determined to have jurisdiction.
