We may have gotten crossed up...my point was that there does have to at least be a base investigation, i.e. predicate, to be obstructed in the first place. Incidentally, when Barr says "properly predicated" he means was there a legitimate investigative purpose, or legitimate investigation, upon which to initiate the spying.

But yes there are other uses of the term predicate in criminal law. such as enhancable crime i.e. must prove dwi 1st predicate to prove dwi 2nd. Anyhoo, all good.

I've read through the answers and I don't think anyone has mentioned that Barr calls this a "Review" and not an investigation. Listen to what he says. Now are these two ways to describe the same thing? I don't know.

Im thinking that was on the zip drive Rogers handed Trump on the day Trump started tweeting about spying, and I bet Barr got a good look at them during his job interview.
