So much of the 3rd world is scamming. If there is one thing that they are good at, it is scamming.
My cousin married a light-skinned Venezuelan and moved to Miami. She said its common knowledge that if someone was able to immigrate from one islands or South America, they would start scamming the gov. The same "driving Mercedes while getting full benefits" type stuff we see here in the south. Within their culture, it isn't looked down on at all; its just expected.
