The state of NY spends $240 billion for a population of 20 million
So $12,000 per resident.
NYC spends $141 billion ($20 billion more than the state of Florida, a state with 23 million people) for a population of 8.5 million. So $16,600 per person
So just state and local spending you are looking at $28,600 a head in NYC. Even more when you include federal spending.

Notice how loosely she define generous here. It is downright dishonest to claim that a state can be "generous" with any of the finances that it accrues. The state doesn't produce that money, the taxpayer does. Generosity is defined as voluntary in nature while coercion implies at least some degree of force. If the state is taking funds away from others and distributing it to whomever it sees fit under the threat of the violation of breaking tax law, you've defeated the premise of generosity entirely. The entire concept of returning billionaires to New York to increase tax revenue has nothing to do with generosity of the state and everything to do with the systematic redistribution of funds to whom the government sees fit.

I have a fun little question I like to ask people in debates that are defending socialism/communism/marxism. All three systems/ideologies at their core have an fundamental claim that points to a version of altruism that is inherently in people. This altruism is "suppressed" by evil, capitalistic governance and if ever freed from the chains of said governance through an abolition of the state, people would be free to communally share and produce goods together.
My question is always, "why if the state is the supressing mechanism that prevents this inherent altruism from coming to the surface has every socialist/communist government immediately moved to install a government themselves? If socialism and communism really worked, and humans truly were altruistic in nature, why the need to install a government at all?"
Because Socialism and Communism always require force. Always.
