That is your opinion. Trump has actually spent time with Giuliani and maybe he his own opinion about the kind of note Giuliani would want.
If I had to guide NYC during 9/11 and in the immediate aftermath, I would likely want some defense, too, from the mayors that followed me and called my policies and opinions problematic.
