how do the “experts” have any intel on sleeper cell activity? if there was any credible intelligence, then they should be arrested immediately. I don’t understand how you can know something’s going to happen but not take action.

There are many more targets in urban environments and likely fewer individuals who can fight back.
Terrorists these days aren't always setting off bombs, but driving through crowds and shooting people. Fewer numbers of people in a crowd and a higher percentage of them shooting you don't make for great targets when you want to terrorize a population.

What is your standard here? Is the Georgia National Fair that pulls in half a million people not considered "rural" because it is too close to Warner Robbins?
Have you been to that fair? Is there anything about it that doesn't scream rural? It is held in the middle of an Ag center and there are livestock and agricultural presentations.
