Did Dems and GOPe just pull a quick one to flip the shutdown onto Trump? Will this provision end up killing the revised CR, putting everything back at the start, but with Republicans left holding the bag?

I don't have a problem with Rand being an obstacle when fighting for freedom issues for citizens. It's when he wants to fight his own party over a few dollars, restrict our ability to go after foreign invaders and cartel members, or just being an obstructionist over insignificant matters that is the problem.
