He also has spoken the phrase “top line notes” before. The top line notes are at the beginning of each section of text to tell the reader what degree of emotion or emphasis should be used.

We are so used to him reading off the Teleprompter, I guess it becomes second nature to just assume that’s where he screwed up, yet again. But clearly he is reading off of a script, not the Teleprompter. Even so, he can’t help himself. He’s not bright enough to discern when the quote ends & the instructions on the paper simply read “ end of message.” That is supposed to be a cue to the reader, not some thing other than Outloud.
