The governments are looking to rid themselves of those who might resist their control, while simultaneously bringing in replacement labor that they can control. At least they think they can control them, but the Muslim dog will eventually turn and bite them.

Just look at Soviet prisons- the political zeks were at the mercy of the real criminals and non-political benefitted in more rations and better work assignments if they did abuse them.
