Mueller has been proceeding in his current investigation in the classic style of a RICO or mafia investigation, start at the bottom, get them to flip and testify for the prosecution, and work up to the head of the organization. George Papadopoulos, Trump campaign foreign policy advisor, plead guilty to a felony of making false statements to the FBI, now cooperating with the prosecution.

Rick Gates, Trump deputy campaign manager, plead guilty to the felonies of conspiracy against the United States and making false statements to the FBI, now cooperating with the prosecution.

Paul Manafort, Trump campaign chairman, found guilty of counts of financial crimes and plead guilty to conspiracy against the United States and conspiracy to obstruct justice, now cooperating with the prosecution.

Michael Flynn, Trump National Security Adviser, plead guilty to making false statements to the FBI, now cooperating with the prosecution.

Richard Pinedo, operated Auction Essistance, plead guilty to identity fraud, now cooperating with the prosecution.

Alex van der Zwaan, attorney, plead guilty to making false statements to the FBI, deported to the Netherlands.

26 Russian nationals, charged with conspiracy to defraud the United States, conspiracy to commit wire fraud and bank fraud, aggravated identity theft, and obstruction of justice.

Sam Patten, Republican lobbyist, plead guilty to violating FARA, now cooperating with the prosecution.

Michael Cohen, Trump's personal attorney and RNC Deputy Finance Chairman, plead guilty to felony campaign finance violations ("at the direction of Trump"), now cooperating with the prosecution.

The Trump Foundation is under investigation, NY AG has filed suit against it for illegal conduct.

The Trump Organization is under investigation and may face criminal charges.

Allen Weisselberg, CFO of the Trump Organization, has been granted immunity and is cooperating with the prosecution.

David Pecker, personal friend of Trump and Publisher of the National Enquirer, has been granted immunity and is cooperating with the prosecution.

What did the elections have to do with Mueller? Mueller was appointed by Trump himself...

This is the line in the article. “Jr has told friends in recent weeks that he believes he could be indicted.”

Could be and expected are not the same.
