But take New Orleans for example. we desperately need a leader who has infrastructure expertise but we only elect lawyers.

Do I have stories for you. The NOLA S&WB used have some of the best engineers and engineering in the world then Dutch was elected.

Cubbies: ideology aside, do you think there are any Democrats who are great governmental executives (governor, mayor, etc.)?

No.
The fact that Trump has accomplished more in about a week and a half on the job than Biden did in four years does.
Concrete example: It is generally acknowledged that there are hundreds of thousands of children who went missing from the border during Biden's administration. Trump estimates it's 300,000 (and he usually ends up being right about those sorts of things given time), but whatever the number ends up being, it's a lot.
Trump's people found roughly 75,000 of them in four days.
Four days.
Biden had four years to find them and obviously didn't even try.

This is the correct answer.
The original question is asking the wrong question.
Presidents are not experts. They surround themselves with experts.
They should be leaders. That's their job. To make tough decisions, to cast vision, to inspire, and to set a course for the country, and then it's the experts job to carry out the vision and sail the course.

I don’t think there is one single politician in DC or LA who is a great leader. I can’t speak for the rest of the country but I’ll be very surprised if a politician with integrity has been elected to any office anywhere.

100% in agreement with that. If a President happens to be an expert in a field that's just an added bonus if wielded correctly.
