Controlling the world? No. They want to but they are not there yet.
There are individual influencers and players but there is no central group that runs the world outside of these players who pay off our officials via lobbying and keep power for decades.
America for sure is controlled. This country was great. Hasn't been great for decades.

That's the short way of saying it. They want a docile, limited population that will work and consume and nothing else.
If one cares about power - you need attention and compliance. If one cares about money, you need consumption at all times that you control.
Attention, Compliance, Constant consumption. Everything revolves around those three things.
However, I don't believe there is some orchestrated group that runs everything. What I do believe is that multiple parties are going for "ultimate power" in a variety of ways so it looks like they are working together, when, in essence, the above breakdown is what ANYONE who wants power would want.
It's a logical end for complete control and is why dystopian novels all revolve around these same ideas. This kind of submission is hard coded into how humans work.

No. There are factions of powerful people who seek to influence as much of the world as possible (Soros), but the question as you posed it runs counter to fundamentals of human nature.

Who can say for sure when they actually obtained power over others, perhaps the very beginnings of societies and/or urbanization.
But their current goal is to continue the enslavement of humanity.
The concept of "country" no longer holds value for them, as they have internationalized business, government, healthcare, etc. So, they are attempting to remove the world's individual self-determination and replace it with a world government.
The end game for them is to so offend God that he has to step-in and reset the game, a la Noah's Flood. To do this they have to engage in a systematic oppression of others to create as much suffering as possible. There are myriad ways to do this and for them, no sin is too detestable.
They consider God and the Devil one and the same entity ultimately, two sides of the same coin. "As above, so below" is one way of putting it. Their conception of God is similar to the Demiurge .
Their worldview is dualistic and they adhere to the principals of power. The pillars of their faith are the two columns seen in Masonic artwork. The upward triangle column signifying Mercy and the downward triangle column signifying Severity. In other words, they steer world events by using a series of back and forth, kind of like leading a donkey either with a carrot or with a rod. They create problems and then offer the solution. Rinse and repeat throughout world history. The Madonna and Whore, Rome and Carthage, etc, etc, etc.

The beauty of the system is that they ultimately do agree on the direction, but not the route. War to them is a game, very apparent during the 16 and 17th century, it is a way to increase power and control over their own countries. Someone takes a dive, they are later recompensed when their children or grandchildren are put into new positions of power. People who have a higher aim, value system and moral code don't fall in line and following voluntarily. The reason is, they typically will endure sacrifice and suffering better than most, as their goal isn't right in front of them. It's bigger than the country, the government, they will keep on in whatever way they can, and they won't follow the the rules if they don't align with what they believe.
People who have been stripped of that, and believe only in finite existence, earthly life and comforts, will fall in line very quickly to retain the pleasures of modern life. This is the end, so they try to make it as good an end as it can be. They are easy to control, very easy to control.
This is why religion is the number one thing systems of oppression will go after first, because religion typically represents a way out of the control mechanisms.
