What he meant is that he wants a 1% tax on incomes above the income cap for OASDI taxes. He is just a moron who doesn’t know how to form sentences.
The fun thing about OASDI tax cap is that you can’t draw social security on income above the income cap either so if you raise the cap for taxes unless you specifically exempt benefits from that then you just increased expenditures. But if you exempt benefits then you destroy the lie that RSDI and Medicare is just the government paying you back for what you gave.
