Yet incumbents almost always get re-elected.

It's "the other guy's congressman/senator that's the problem, not mine."

America is on a downward trajectory. Too many entitlements ruining work ethic. No one can fix it because the majority of the voters like how it needs to get fixed.

Or people just don’t care enough to waste their time voting unless they get something out of it, so “supporters” vote en masse to secure their kickbacks while everyone else watches the game at home.

Refresh my memory....
What the hell happened in 2002 to get it so high?

So their highest approval was when they were initiating the Gulf War and implementing things like the Patriot Act.
Are those the sort of halcyon days you are longing for?

What makes you ask me that? I’m not “longing for” a high congressional approval rating.

Another relevant graph:
I find it interesting that more people turned out to vote for Congress than President in the early days.

No one who can will attempt to fix it because what will they campaign on next election cycle?

Almost certainly the patriotism after 9/11

It cost a ton of money to run for office, incumbents not only have the funding they also have name recognition.
Districts are way to big, elections are way to expensive, so all you get is people who are owned by some special interest group. You’re not getting a fellow citizen who just wants to serve is nation and community.

That was a nice little bump they got post-9/11, wasn't it? This is exactly why they love war, and exactly what Eisenhower warned the world about...
We fell into that trap and now it's too late to climb out. We should have known better but allowed the acts carried out on 9/11 to cause is to trade individual liberties for the perception of "temporary" security through the Patriot Act, which was something against which Benjamin Franklin warned us.

Incumbents control party money and small pockets of voters in their districts. Turnout is always low and it’s expensive to challenge an incumbent….even for a House seat.

Everything and everyone was relatively popular after 9/11

New faces are usually younger, more radical, and think differently than their older counterparts. Voters don’t like that kind of change.

Here’s the problem and it will take a lomg slow grind to fix.
You have an incumbent RINO vs a Commie. Prior to that you have a Primary and the incumbent RINO has all the system money plus all the money they pilfered during their term. So most win Primary.
Now your choice is a RINO vs a commie. The commie will never reach across the aisle and 100% votes with their party vs the RINO will reach over and give the commie a handjob occasionally.
Its very hard to beat entrenched incumbents. The only way is to pick them off a bit at a time where money comes in bigly for the outsider. It will never be fixed in our lifetime and we need to pick the worst ones and even if not your state, gang up nationally and support the challenger financially.
Thats the problem. Vote RINO or vote commie. Until someone enters race and gets bog backing.

Every approval rating on that graph represents and idiot. If anyone is happy with congress they are gullible as hell.
