In some cases sure. But not as a blanket categorization.
The definition of terrorism is a non-state anctor anttempting to influence political, religious or cultural ideals through violence or the threat of violence.
Most of them are just drug dealers. That doesn’t mean we can’t or shouldn’t kill them whenever we find them but we don’t need to attach inaccurate labels to do so.

Idiots like SFP will argue that Trumps approach is nothing more than the next chapter in the WOD, and therefore it won’t work.

The terrorism label has never really been accurate. Not that it’s really necessary. There is long and established precedent to conduct warfare against foreign criminal activity. As a matter of fact the United States Navy was founded for the specific purpose of fighting criminal activity outside our borders.
So unless we want to all agree that the US Navy can no longer conduct anti-piracy operations and we should just have the Coast Guard start arresting people off the coast of Somalia then I’m not really sure what the discussion is here.
