Because it’s blatantly obvious he’s wearing nothing but a T-shirt. There is no type of protection that isn’t clearly visible under a T-shirt

Was the initial movement of the t-shirt due to the bullet shock wave? If so that would explain the pre-t-shirt movement.
Is the black object to Charlie's left that appears and then quickly disappears a bullet fragment?

Its irrelevant honestly. a bullet proof vest would not stop most rifle rounds, he would need cumbersome level IV plates to stop that round that ultimately killed him.

Smaller ceramic plates and carriers can most definitely stop up rifle rounds, but you’d see a clear outline as they aren’t concealable. Ceramic isn’t cumbersome
