I'm wondering how a person collects the money and how does this person prove they've actually done this?
Especially the bounties on the US side. The federal government is surely monitoring the internet for these things.
They have the capacity to do so.

While I’m all about wiping out the cartels this just seems like an impossible feat. Wouldn’t other people just step up and take their place?
