I didn't say she was lying. Read my post again, slowly. I was explaining why the requirement exists.
In a rare case like a 10 year old all you have to do is ask her who the perp is as soon as you realize she is pregnant. Then the parents file charges.

Someone to the effect of a 10 year old who we reasonably suspected to have been raped and showed all the signs of being pregnant was said by a person close to the situation to have seen what we think was an Ob-gyn who was said to have remarked that they would not likely be able to perform an abortion.
