I reckon the IRS has a lot of tools to use for collection. As a birthright citizen, living anywhere in the world, your income is subject to US taxation.
How about them apples!! I guess we can start with China, the biggest player in birth tourism.

That’s worth a year in the crossbar hotel and a $25,000 penalty for every year a return isn’t filed.

What US law enforcement agency is going to go to China (with their permission/cooperation), find a million "citizens," secure extradition, and transport them back to the US for trial?

We can always see how important a trading partner we are with China by tying such compliance with trade policy.

We get electronics, pharmaceuticals, medical supplies, machinery and heavy industrial equipment, critical rare earth minerals, and auto parts—to name a few—from China.
We don't have unlimited leverage in that relationship.
If they want to keep their million "citizen" voters, they will.

The IRS provides an estimate on potential tax receipt potential. That amount is tripled. Before any trade can occur, it must be paid. Without, then China must cooperate with US tax authorities regarding collection and seizure when necessary.

Denaturalize and strip them of citizenship if they don't pay. And then ban them from ever entering the United States.
Do that and screw over the Democrats and start to take away the incentive. No reason for birthright citizenship if you're most likely going to lose it and then be banned from the U.S., even to visit. The parents would be hurting their kids, not doing them any favors.

Did you read what I wrote? I suppose you could strip them of citizenship if they don't file but you'd have to stiffen penalties. As for payment, most won't owe. Filing requirement != tax due.
