There are ways to marginalize these people. Banned from any gov work. No access and no security clearances. No contractor or NGO will be able to hire them nor anyone in their family and expect to work with the Trump government. If a legacy media outlet gives them airtime, they won’t get access to the administration. Etc.

Just ignore the pardons and say that if Biden was too senile to stand trial, then he’s too incompetent to issue a pardon. As an act of good will, have Trump still pardon Hunter, but go after the rest of them.
