Whether or not they would get to the point where they got full-blown wire taps is an interesting conversation. The fact that they did the indictments without them shows that they probably didn't need that level of evidence, especially considering how easy the defendants made it for the prosecution in this case. And I'm specifically talking about the obstruction related charges and not necessarily the documents related charges. It was truly a keystone cop scenario

This is very easy to understand. Biden returned the documents when requested. Trump refused to turn them over and obstructed the investigation. All you have to do is pay the faintest attention to understand this.
