This makes zero sense… they haven’t had their convention to make him the nominee, how can their ballots be locked?

IF this were true and Biden is still on the ballot in those states, the Biden delegates elected would simply vote for the official Dem nominee in the electoral college. Remember, in a presidential election, you aren't voting for the candidate, you are voting for electoral college delegates. There would be massive campaigns in both states to let their voters know that a vote for Biden would be a vote for [whoever the actual nominee is].

No clue. However, if state law says by a certain date then it is incumbent on the party to have the convention before that date.

Not only is there a conservative majority on SCOTUS, but this was done as a strategy by the Dems, not Joe just dropping out from out of nowhere.
