That explanation doesn't answer my questions...Why is the president of the Rhode Island chapter of the United Postmasters ( LINK) and current postmaster of Barrington, Rhode Island ( LINK) delivering ballots in Pennsylvania?

Is that a normal occurrence to have ballots collected and delivered by a postmaster of a different state?

Interestingly, if you search Charles Narcisco, he does come up in Rhode Island as President of the Rhode Island State Post Masters Association (still, why is he "acting" as the Postmaster of a jurisdiction in PA?)

He was appointed as Postmaster of Barrington, RI in 2010:

In this conference pamphlet from June 2024, it still shows Charles Narcisco as being a Postmaster in Rhode Island:

Why is this individual who is clearly from Rhode Island serving as an "acting Postmaster" in Pennsylvania and dropping ballots off in Easton, PA?

No, it most likely is not.

You notice they didn’t say that he was a postmaster in RI.

Not to mention driving unmarked car, alone, he himself isn’t marked…is this normal procedure?

-it wouldn’t take much for something bad to happen to hose ballots

-it wouldn’t have taken much for him to just smile and show is postal worker badge and the video would likely haven’t never even been posted

Honestly, it looks bad, but it could be completely logical. It's possible he moved jobs recently from Rhode Island to Easton, PA. People do move jobs.

EDIT to ADD:

Looks like he must have moved jobs. He's currently listed as employed by Easton, PA.

Again, maybe there's an innocent explanation, but to say he's "the acting postmaster" and not be more specific is fishy...along with his Rhode Island position...duh.

I'm just not sure why the people watching this don't stop him and call police. At least there would be a report. That's NOT a postal worker in a private vehicle.
Grab the fricking bag from him and run and call cops.

It's still not entirely clear to me. Why drive 5 hours to Rhode Island a few days ago to lease a volvo? Do they not have volvo dealerships in PA?

Charles Narcisco has worked for the post office in Rhode Island and Massachusetts.
