re: Better Pic. of Guy With Rhode Island License Plate Who Dropped Off Ballots

That explanation doesn't answer my questions...Why is the president of the Rhode Island chapter of the United Postmasters ( LINK) and current postmaster of Barrington, Rhode Island ( LINK) delivering ballots in Pennsylvania?
Is that a normal occurrence to have ballots collected and delivered by a postmaster of a different state?

From the NBC "reporting"
Does anybody know what the law requires? The NBC story doesn't explain that. My understanding is that there have to be TWO postal workers accompanying the ballots when they are transported.
quote:
Northampton County Executive Lamont McClure told NBC News that the video showed Charles Narciso, a 25-year veteran of the U.S. Postal Service and the acting postmaster, lawfully bringing ballots into the election office. NBC News verified his identity with a photograph posted on a USPS-linked website.

Interestingly, if you search Charles Narcisco, he does come up in Rhode Island as President of the Rhode Island State Post Masters Association (still, why is he "acting" as the Postmaster of a jurisdiction in PA?)
LINK
He was appointed as Postmaster of Barrington, RI in 2010:
LINK
In this conference pamphlet from June 2024, it still shows Charles Narcisco as being a Postmaster in Rhode Island:
LINK
Why is this individual who is clearly from Rhode Island serving as an "acting Postmaster" in Pennsylvania and dropping ballots off in Easton, PA?

You notice they didn’t say that he was a postmaster in RI.

Here is a link to his picture (top row, middle) so this is clearly the guy that was pictured by Brandon in the original X posting:

Holy Cats! Great find...and obvious questions...to which I doubt we'll get answers.

It's a 5 hour drive from Barrington, Rhode Island to Easton, PA
Posted on 10/30/24 at 11:22 am to IvoryBillMatt
Not to mention driving unmarked car, alone, he himself isn’t marked…is this normal procedure?
-it wouldn’t take much for something bad to happen to hose ballots
-it wouldn’t have taken much for him to just smile and show is postal worker badge and the video would likely haven’t never even been posted

They should have gone to RI period. Or they are bogus.

Honestly, it looks bad, but it could be completely logical. It's possible he moved jobs recently from Rhode Island to Easton, PA. People do move jobs.
EDIT to ADD:
Looks like he must have moved jobs. He's currently listed as employed by Easton, PA.

Great stuff! Think we'll get answers?
Again, maybe there's an innocent explanation, but to say he's "the acting postmaster" and not be more specific is fishy...along with his Rhode Island position...duh.

I'm just not sure why the people watching this don't stop him and call police. At least there would be a report. That's NOT a postal worker in a private vehicle.
Grab the fricking bag from him and run and call cops.
frick!

Good find, Popcorn. Would have been nice if a news outlet would have made the effort.

It's still not entirely clear to me. Why drive 5 hours to Rhode Island a few days ago to lease a volvo? Do they not have volvo dealerships in PA?

The guy that took the tote looked to be a uniformed cop.

Rhode Hampshire?
"Rhode Island"

So a union chief is caught traveling alone, transporting ballots in his private vehicle, wearing no identifying uniform, after hours and we are supposed to act like this is standard operating procedure for a large US state?

It must be exhausting being a paranoid MAGAt day in and day out.

Charles Narcisco has worked for the post office in Rhode Island and Massachusetts.
