It's a complicated dynamic. Aliens will inherently have gratitude for any improvement in their lives by making the journey. Natives have a tendency toward complacency, and are more difficult to control because they have a sense of entitlement to the standard of living they were born into.
That isn't an apology for the belief of the tyrant, but an understanding of why these groups function as they do.
This gets into what motivates us. It's wrong to assume that aliens are naturally "better" or harder workers. Leaving a homeland is not common. It's the rarity of exceptionalism.
The folly is in assuming "all" aliens are inherently better. If you make the journey too easy, then you are no better off than moving one ghetto to another.
That isn't an apology for the belief of the tyrant, but an understanding of why these groups function as they do.

Thomas Sowell, makes a good point about this.
People that work for others become successful by adopting the language and culture of their benefactors.
People that are entrepeneurial/self-sufficient in nature don't need to. They succeed despite their lack of assimilation.
My own thoughts about this: This is why it's important to offer your immigrants something better than what they are fleeing. If you don't, you will be replaced.
In my opinion, what the left in the US is doing is cultural suicide. Value is not something that can be forced through political will. It takes a market of ideas and innovation that isn't constrained by political hacks. Unfortunately, we seem to be on a superhighway to Roman collapse by academics and community activists.

Aristotle remained the benchmark on biology, mathematics, physics, earth sciences, and philosophy until pretty much Newton.
Yet somehow we have all forgotten his ethics, which for anyone with a lick of sense can see it’s a guideline to a good, happy, and honest life.
