Not just tips would be exploited, overtime too could be the next exploit.
CEO makes minimum wage on the first forty hours but makes millions in overtime pay each year. One idea to deter this would be to still collect the employer portion of taxes due on wages, and still collect Medicare and Social Security portions on that OT pay. Or limit it to no more than 15 hours per week and a max of 350 dollars in wages per week.
I would hate to be someone in payroll or accounting to figure out this mess.

I believe I was tip only as a bartender in college. I made 2.37 an hour as a sip employee.

Well other than there are specific rules regarding who can and can’t get overtime.
Also irs has rules regarding compensation having to be reasonable.

Not quite how it works. The service tech is not getting paid the service rate (say it’s $115/hr)
Tech gets $30/hr on the check another health insurance and retirement. The $30/hr for the employer costs another 25-30% for employer matched SS/medicare, Sate and federal unemployment ins, workers comp ect
The rest goes to the company for operating costs, overhead, and profit.
The only thing that would be affected is the base $30/hr. Could pay him $10 and tip $20. But good luck hiring a tech at those rates.

Yea it’s incredibly stupid talking point no matter how you slice it. CEOs aren’t going to somehow become hourly take one wage for 0-40 and then book 40-80 at their real rate. That isn’t close to how it works and the ceo would never make what he could as salary doing that.
