I hate to be that guy but if any conspiracy-how to set it up
1. Get locals involved with no plan or communication
2. Take experiences ss away and put in less competent
3. Have them not even do a cursory attempt at their job
4. Completely disregard the danger

They're pointing out their own failures and the failures of local law enforcement. What they've done a good job of pointing out as it relates to local law enforcement is that they failed to communicate properly and lost sight of the shooter.
I don't think they're shitting on law enforcement but to that point, I'd like to see local law enforcement summoned and hear what they (under oath) have to say.

Why didn't the USSS show up for the daily briefing meeting? How can the USSS cry about local LEO's, when they didn't even follow basic simple protocol of great importance?
