Consent decree would be between the city of Chicago and the Justice Department, right?
So ICE, who ISN'T the city of Chicago, can't violate the consent decree, as they are not a party to it, can they?

I would absolutely be in favor of this if he were to rule the concent decree applied to ICE and federal LEOs.

I didn’t read all of it, but I’m assuming that this decree is only for the CPD with only the Fed Gov only being mentioned as oversight. So via the supremacy clause, this decree shouldn’t be with more than toilet paper to the Immigration and Customs Enforcement.

Exactly. ICE isn't a party to the consent decree. So it's simply not possible for them to violate said consent decree.
