This is literally a transfer of wealth from the citizens to the government.

Starting with a number of 30% tells you it’s not strategic, meaning, they aren’t concerned about specific environmentally sensitive areas like estuaries. If it was, they would target those instead of a random number.

I wonder what percentage of the land the federal government currently owns, was actually taken from private citizens. I know a good bit of the land for few of the Eastern national parks was, but the really vast swaths out West were basically always federal land. I'm thinking it must be a pretty small percent.

This seems to be obviously inaccurate speculation based on the math provided in your link alone

The link claims that the government controls 12% of the land already

That leaves a gap of 18%

And the government doesn't necessarily need to confiscate the land via eminent domain to "protect it"

You may remember that some controversial wetland legislation was passed in the late 2000s that had numerous regulations on private property

Ok, pay attention to what you are seeing right in front of you. Eminent domain is for when the government needs the land for the country's infrastructure.

Now, who is currently out there redefining what infrastructure is?
