All of the adults involved in Chloe's care are to blame. The parents, doctors, and counselors that "supported" a 13 y/o's decision to irreversibly alter her body should feel collective shame for the trauma they caused. Instead, they'll likely just shrug their shoulders and say, "They tried."

That’s the problem. All of these assholes supporting and promoting this shite don’t have to live with the consequences. The 15 year old girl who got put on hormone blockers and had a double mastectomy does. It’s not a tattoo that you can get removed later if you change you mind. It’s permanent until the day she dies.
