Almost? You could buy 4-5 low-mid grade boats easily. Not new, but they could easily be found. Hell my old neighbor that's been a charter captain for years just bought a 22 cape horn bay for like $22k and then repowered.
Given that, its a pretty awesome layout. The only thing I'd prefer is a bigger front top deck with a bigger step up. That's a long drop if you take a step back accidentally on that smaller top deck.

I could buy a brand new Hells bay, brand new 24 bay boat, and a brand new 26 ft twin motor offshore boat for that.

All of the top-hot boat mfgr's are doing this churn and burn. Order boat, take delivery, order next boat at delivery of first boat, sell first boat at delivery of second boat, wash, rinse, repeat. Musical boats using real money and hope the music doesn't stop while you are holding two boats. Buddy sold his Calcutta for damn near what he paid for it 7 years previous. Low interest rates and stupid terms have done to boats what govt loans have done to college costs.
