The cone is 2/3 of the error in track over the last five years at a given timestep. So at 12 hours, you have a cone that covers 2/3 of the track error over the past five years at 12 hours.
A narrow cone means it's getting a long way in a short period of time, so yes, it does show a fast moving storm. The cone though doesn't change in width due to confidence in the forecast.
Sally, Delta, and Zeta had the same cone width for the same time steps but Sally was way trickier and uncertain of a forecast.
