Zachary Reserve Police Officer Killed While Attempting to Serve Warrant At Baker Wal-Mart

The incident was reported just before 8 p.m. at the Walmart located at 14507 Plank Road in Baker.
Authorities say the victim was pronounced dead at the scene. He was a reserve police officer with the city of Zachary Police Department, and a firefighter.
An eyewitness told WBRZ, the reserve officer noticed a man beating a woman in a U-Haul in the parking lot of Walmart. The man was beating the woman with a gun, the eyewitness said. The reserve officer tried to intervene and save the woman when the suspects drove off in the truck, running over the reserve officer.
The eyewitness described the officer being dragged.
"The police officer was trying to stop him, and he ran over him and [dragged] him," the eyewitness said. She did not want to give her name.
The suspects fled the scene and were later found on Old Comite Drive, where they were taken into custody.

How often do people run from the cops and get away? I just don’t think that would even cross my mind. Now you get to spend the rest of your life in jail for murder. Stupid pieces of shite.

They actually get away quite often, but not because they're good at evading, but more so because police departments are so scared of being cleaned out by lawyers if the fleeing shitbag hits an innocent civilian that they often call off chases. Many departments have limited their chase policy to only violent crimes and felonies. We don't see that much in Louisiana, as BRPD and LSP will chase literally anything, but EBRSO and many out-of-state agencies have recently become very strict as to what chases they allow. There are actually stories of officers getting into trouble for downplaying the chase in order to keep the commanding officers sitting in an office somewhere from terminating it. The patrol officer will say he going 35 miles per hour and traffic is light when in reality he's going 70 mph and traffic is moderate at best, all for the sake of not having the pursuit terminated and losing the fun.
People on foot are often caught. The best way to get away from the cops on foot is to be in a group and run in separate directions and pray they don't pick you as the one they want.
In this case, the dude was apparently VERY wanted by both State Police and Zachary/EBRSO. They had spent the entire day trying to find him. He could run all he wants and they're going to keep chasing.
I'm interested in knowing if the guy intentionally pinned the officer against the cart return and ran him over or if it was just a freak incident. If he was in a U-Haul box truck, he wouldn't have the maneuverability to swing that big arse thing around as he wished.

About a month ago, on November 14, Franklin was pulled over in a traffic stop and officers said they found drugs and a gun.
The 9News Investigators dug into documents about Franklin's arrest. A judge set the bond for every charge.

The total bond was set at $88,000 with one of Judge Trudy White's commissioners signing off after setting the bond.
The next day, Judge Trudy White went behind the commissioner and amended the bond, reducing the amount on many of those charges.

The total dropped from $88,000 to $9,000.
"I don't understand that because we can't go judge shopping but a criminal can go judge shopping, but police can't do that when we try to get a warrant signed or a search warrant signed," Chief McDavid said.
Franklin bonded out on a commercial surety bond, meaning someone put up property to secure his bond.
"Usually, you see judges tweaking the amount up or down a little bit, usually down, but this amount is dramatic," Dane Ciolino, a Loyola University Professor who teaches legal ethics, told the 9News Investigators. "It's not uncommon at all for judges to reduce bonds. That is a fairly typical event in the Louisiana criminal justice system. What's unusual and somewhat striking in this case is how much the bond was reduced."
It was reduced by $79,000.
Just two weeks later, on November 28th, Zachary police arrested Franklin again. This time for illegal possession of a stolen firearm. His bond was set at $5,000 by a different judge, Judge Anderson, but there was a note reading "notify Judge White of new arrest"
"I would hope that she takes a look at that and maybe take his bond back and put him back in jail," Chief McDavid said.
But Franklin is already out on bond from that arrest as well.
When he was arrested in the traffic stop earlier in November, Franklin had someone else in the car with him, Lana Rainwater, who was also arrested on drug and gun charges. Her total bond was set at $46,000 for those four charges.
"If there's good reason to reduce his bond, then there's certainly good reason to reduce hers," Ciolino said.

If she doesn’t fry for this something is wrong. But she managed to beat the probable criminal charges for the monitoring anklet scam so she will likely beat this too.
