InitialUEMessage/Attach request/PDN connectivity request
and the IP of the phone can be found in the message named:
InitialContextSetupRequest/Attach accept/Activate default EPS bearer context

If so, the next push is getting him to turn over his phone to examine the MAC address, which he will fight tooth and nail because they have proof he had the phone at the time of the tweet.

The only problem with MAC id's is that they are not guaranteed to be unique, but its extremely rare.
What they can do is see the ip address of the switch with its MAC address.

Wouldnt matter. The phone had an IMSI associated with the device that IS unique.
