Some type of midge, probably non-biting. There are a bunch of different species.

Grok is, not surprisingly, wrong.

ETA: If you're going to use an AI app to ID insects the best by far is iNaturalist. It isn't perfect, but you can narrow your search down to specific location. It will give you a list of most likely matches. You can also upload for other users to give their opinion.

It is a midge of some species. There are too many to really narrow it down just from that pic.

We had a swarm of some really small gnat type bug in Covington a month ago. They didn't bite but got into everything. Lived in this area my whole life and have never seen them before.

I hate midges they’re all over my farm. Open your mouth and those assholes aim to fly right down your throat and you spend 10 min trying to cough it up

That's a midge fly. I drove through a swarm of them on the causeway once. They smell god awful too.
