This is what "white flight" in the 60's was all about. Nowadays, "white flight" includes the good, middle-class black families that also want to get out of the sewer/zoo as well.

And, it is just a cycle. The good families move out and go to a place like the Northshore, but then the filth soon follows thanks to government programs like Section 8. Then many of those families will move back into a place like the Warehouse District or certain parts of Uptown, but eventually they'll be chased out of there as well thanks to FILTH like Latoya.

And, this is exactly what FILTH AND SCUM like Odumbf*ck and Raping Joe want to continue. They don't want good, middle-class families (black and white) to have an enclave to escape the ghetto lads who they are always making excuses for. See, e.g., Odumbf*ck's Affirmatively Furthering Fair Housing (AFFH) rules.

Of course, the wealthy and ruling elite will always exempt themselves from being subject to the crime and filth of these policies. They'll be no Section 8 where they live. They just want the filth to move into YOUR neighborhood.
