Witnessed blatant litter bug this afternoon

Lady is the passenger seat just chunked a styrofoam cup out her window as they turned a corner without even a hesitation, like a pro. At first I yelled out the window to let them know what a piece of white trash they were, then reached for my phone to take a picture and report their trailer asses but they sped off and the picture I got came out too fuzzy to make out the plate, 
eventually turning up the road, and I wasn’t going to follow them to their double wide nirvana to confront their crazy asses. Plus, I didn’t have anything to support them actually in the act, so it probably wouldn’t have gone anywhere anyway.
White people in their 50’s and a Handicapped plate to top it all off. I fricking hate these people just dragging their asses on this state like a dog with worms. I’m just going to get a Go Pro and send that shite in to the cops in the future. That is the only way this stuff is going to stop, if we start reporting their asses with evidence.
WHY do people insist on doing this shite instead of just throwing it in the garbage when they stop? It makes this state look so nasty, and yes, people traveling through this state see that and shake their heads.. I don’t get this attitude. Is mommy coming to pick up after them or are they just that much garbage that they actually don’t really know any better or care?

The state used to have a 800 number that you could report trash like that. Last time I tried it someone answered and said the program was discontinued. The program basically worked like this: you left the Lisc plate number, date and estimated location and the state would send them a polite stop littering letter - great idea.

Because we are forced to tolerate bad people for some reason. People would not be allowed to live here into their 50s if they were weeded out in their 20s.
Create a country club state, no felons allowed, felon free zone.
Clear everyone's record, "fresh start" program, but anyone guilty of a felony after 1/1/2020 is no longer allowed to buy property, open a bank account, enter into a lease agreement, be employed in the state.
If you rent to or employ a Louisiana felon, you are guilty of a felony.
As the felons are filtered out, Louisiana would finally be able to develop into something people would want to move to.
