A better comparison is Cat 1 Hurricane Sandy wrecking shop in the Northeast.
It would have been business as usual in the Southeast.

I've done several 360's on ice. Usually rain on top of packed snow, its the slickest surface possible.
People can't drive any better on ice in the North than they can in the South. They just know when to stay home and not risk it.
