I've literally gone grocery shopping during a category 1 hurricane before. Hurricanes are our specialty. Ice storms, not so much.

It is very much the business of paramedics to know what roads and highways are open and closed to get to you when needed, and get you to a hospital.
Police, fire, and EMS all need to know this info as it happens, and DOTD does inform all agencies statewide of all planned and unplanned closures.
Usually each parish also notifies agencies of their own closures as well.
With that point made, I do not see them closing any roads or highways preemptively.

I am a student there and have heard nothing from them. Got an email saying to sign up for the texting service to get updates as they roll out.
They usually wait for a very long time because of the logistics of students on clinical rotations, doctors on call, etc...
It will be closed at some point tomorrow. I expect Wednesday as well

Internal medicine cancelled their morning report tomorrow so more is sure to follow.
I assume the rest of the school will shut down soon, but likely won't announce until after 5 pm.
