Is it lack of education or pride?

Because DPW doesn't keep the roadways clean, they don't clean and repair the curbs, they doing hardly ever restripe roads or repair signs.

Friends and I have made the same comments you have.

I don't know, but I do know its covered in litter because people are trashy and have no pride in their city or state.

The amount of litter in South Louisiana is a fricking shame. Really embarrassing.
